This is the {{tlf|tlf}} template.
The template is equivalent to {{tl|tl}}, but it allows displaying parameters, and does not link to the template. If you ever want a template that allows both, steal the [[Wikipedia:Template:tlp|tlp]] template from Wikipedia.
