Comment
The use of narrower is a bit abnormal.
\startnarrower (\startsmaller in dutch) is one of the oldest commands in ConTeXt. It predates the now-normal conventions by a few years.
Don't expect any changes to \startnarrower. But perhaps a more predictable alternative could be added.

Long text that is longer then the following text \setupnarrower[left=3cm, right=3cm] \startnarrower[left,right] this is narrower \stopnarrower % or \setupnarrower[middle=3cm] \startnarrower % [middle] is default this is narrower \stopnarrower Long text that is longer then the preceding text
