Download [http://minimals.contextgarden.net/setup/context-setup-mswin.zip context-setup-mswin.zip] or [http://minimals.contextgarden.net/setup/context-setup-win64.zip context-setup-win64.zip], and unzip to a directory where you want to install ConTeXt.
