but doesn't. Oh well, underline is acceptable too.
 
Warning: the above gets you started, but there's a critical omission that makes ConTeXt unusable for real work. There is no line breaking. The assumption seems to be that you need a space to break a line, whereas Japanese can break between any two characters (although note that punctuation is supposed to hang outside the right margin). Until someone fixes this, there's always Werner Lemberg's CJK LaTeX package :-(
